Elliott’s Vision – In His Own Words

When elected Ulster County’s first Comptroller, my role will be to serve the people of Ulster County as a fiscal “watchdog” who will provide strong oversight for the nearly $400 million county budget that we taxpayers fund each year.

I will ensure that county-funded programs are executed in a way that is not only open and transparent, but also cost-effective. To that end, I intend to do everything I can to make sure that the new county executive and the legislature are spending taxpayer money wisely. I will make sure that all programs are well thought out and that public funds are spent to achieve the intended result.

I am running because I believe it is crucial to keep the cost of government down. I truly believe my emphasis will be preventing waste, monitoring fraud and abuse of taxpayers’ dollars and, most importantly, ensuring an efficient government that is responsive to the needs of its citizens and our community.

The Bush Administration has done an astoundingly bad job of managing the economy. Since Mr. Bush took office, the budget has gone from a $135 billion surplus to a $165 billion deficit; the stock market has lost close to $7 trillion in value; and 1.8 million manufacturing jobs have been lost. We need a House of Representatives that will provide a check on the excesses of this administration, which has done everything in its power to enrich corporate executives at the expense of middle-income people.

Mr. Cahill is the Chair of the Assembly Standing Committee on Energy and serves on the Ethics and Guidance, Health, Higher Education, Ways and Means and Economic Development, Job Creation, Commerce and Industry Committees.

Mr. Cahill has previously served on several other committees including Steering, Consumer Affairs, Codes, Real Property Tax, Local Government and Children and Families. He was the Assembly spokesperson for Community Corrections, a member of the task force on Local Government Finance Reform and the longest tenured Chair of the Legislative Task Force on People with Disabilities.

He has a strong record on the environment, civil rights, labor, health care and women’s issues. Mr. Cahill was, and remains, a strong advocate for local real property tax reform. A graduate of the State University of New York at New Paltz and Albany Law School, Mr. Cahill is also dedicated to quality, affordable education for all residents of New York State.

The 100th Assembly District (AD) is as diverse as Frank Skartados

The 100th AD encompasses farms, inner cities, both new and old suburban developments and an extensive mix of light and heavy manufacturing – a district where some view it as a place to live and work, while others view it as a place to raise a family but have to commute to distant locales to work; and still others view their local neighborhoods in
the last stages of decline – going nowhere. Frank Skartados believes that no one view of the 100th fits all – that each community has different issues that must be addressed with understanding. Yet, some issues transcend the whole Assembly District and they must be addressed too, but as one entity.

Using the property tax as the primary source for funding our school system is disadvantageous for our society and is counter-productive to its development. Frank advocates for a phased-in program that uses a cap or circuit breaker to deal with the present property tax crisis, and to look at the long-term funding issue by having the state assume
the funding of education through a mix of income and sales tax and other broad-based funding to meet our educational needs. He has commented that “Unless we focus on a permanent solution to funding our school systems we will fall farther behind in developing a future economic base for our State.
